The main contrast, then, is between action research and ‘descriptive research’, including both quantitative methods and the case-study approach of ‘naturalistic inquiry’. The main purpose and process of ‘descriptive research’ is to create an ‘accurate account’ of a situation from a stance of detachment, assuming that it remains static while the researcher observes it and writes up the report. The main purpose of action researchers, on the other hand, is not only to improve their understanding of a situation with which they are already intensively involved, but also to engage in an attempt to change things (even if only on a small scale) and to describe what is learned from the change process as it occurs.

This leads us back to the problems indicated earlier. Oliver’s work illustrates the importance of this issue by showing that both the starting point and the outcomes of research can be quite different if they are defined and conducted by service-users. He notes, for example, how social services at both a policy and a practice level concern themselves almost exclusively with counting the numbers of disabled people and ascertaining their needs, thereby reinforcing a ‘dependent’ relationship between service-providers and those labelled ‘disabled’.

In principle, the apparent conflicts of interest are, in the end, surmountable, because all have a vested interest in evaluating and developing services. Admittedly, when we are actually experiencing a state of demoralisation we are all tempted to ‘block’ the possibilities for developmental inquiry, blaming others for ‘the fact’ that ‘nothing can be changed’ and seeking emotional refuge by stressing our powerlessness. But at least all concerned (from senior managers to service-users) would admit that this is a pathological and counterproductive state of affairs, urgently needing remedy.
