Institutions centred SEA The complex interactions between political, social and environmental factors create special challenges for the environmental assessment of policies. For example, the formulation of macroeconomic and sectoral policies – while driven by the objective to promote public well-being – is also subject to intense political pressures from different stakeholders with sometimes conflicting interests. In the context of weak institutional and governance frameworks, powerful stakeholders and elites often prevail over other stakeholders, including groups such as local and indigenous communities who may be particularly vulnerable to the social and environmental impacts of the policy choices made.

Leaving environmental assessment until the project stage severely limits the opportunities to identify the strategic choices that might lead to more sustainable outcomes and reduce risks to the environmental resource base that provides the foundations for growth and development. While EIA has been successful in integrating environmental considerations in development projects, EIA practices still pose a challenge for many developing countries. Project assessment invariably takes place in a predetermined policy environment.
