As a result, there were no subsequent efforts to bomb German warships, but according to the authorities in Berlin a Spanish government submarine did make four unsuccessful attempts to torpedo the German cruiser Leipzig some three weeks later. This served as a sufficient pretext for the Germans to withdraw their naval units from the NonIntervention Committee’s already discredited patrol scheme leaving the Italians to play an increasingly obvious double game in which their predatory instincts triumphed over their supposed protectoral duties.

Threats of retaliatory action by the British and French, however, served to curtail the submarine menace for the rest of the year but did little to restrain the Nationalist surface fleet and air force from continuing to interfere with ships that were engaged in trading with the Republican authorities much to the consternation of ship owners and governments alike. Occasionally, however, the Nationalists didn’t get it all their own way. At midnight on 5–6 March the Nationalist fleet was proceeding past Cartagena without any German or Italian escorts when it came under a surprise attack from two Republican cruisers and three of their destroyers.

When the Italians launched two of the four ships of the Littorio class (Littorio and Vittorio Veneto) in the summer of 1937 and laid down their two sister ships (Impero and Roma) in the following year all were just a little shy of 41,000 tons. 114 Not all were oblivious to the lessons of recent history, however, as was evident in the concentration on submarine development in both the Italian and Soviet navies and the installation of heavy anti-aircraft armament on escort vessels and some destroyers in the Royal Navy.
